NMSDC MBE Eligibility

The standard MBE checklist.

To qualify as a Minority Business Enterprise under NMSDC's national standard, a business must meet every item below. Read each one — the self-check form asks you to confirm or describe each.

51%+ minority ownership NMSDC requires at least 51% of the business to be unconditionally owned by one or more U.S. citizens who are members of one of the recognized minority groups listed below.

U.S. citizen or permanent resident The qualifying minority owner(s) must be U.S. citizens or lawful permanent residents. The form asks for yes/no.

Control rests with minority owner(s) Day-to-day management, strategic decisions, and contractual authority must rest with the qualifying minority owner(s), independent of any non-minority partner.

Business operated within the U.S. The business must be operated within the United States or its outlying areas — operations outside the U.S. disqualify the firm.

Business size within SBA small-business thresholds The business must meet the current SBA size standard for its primary NAICS code (typically employee count or average annual revenue, whichever applies).

Normal annual revenue cap Average gross receipts over the most recent three (or five) completed fiscal years must not exceed the size standard for the primary NAICS code. "Prefer not to say" is accepted on this intake.
